Memphis, TN – The Tennessee Department of Education’s newly released State Report Card highlights significant academic improvement for Memphis-Shelby County Schools (MSCS). The number of schools achieving an "A" grade under the state's accountability model increased from nine in 2022-2023 to 16 in 2023-2024, while the number of schools earning an "A" or "B" rose dramatically from 40 to 57. In total, 81 schools in the District improved their state letter grade compared to last year.
State letter grades are calculated using TCAP Achievement scores and Tennessee Value-Added Assessment System (TVAAS) growth data. High schools also factor in students’ college and career readiness through measures such as ACT scores and early postsecondary opportunities.
The District’s exceptional growth scores contributed significantly to these gains. For the third consecutive year, MSCS earned the highest possible TVAAS Level 5 composite score, demonstrating student growth that exceeded state expectations. MSCS also achieved Level 5 growth in all subject areas – literacy, numeracy, science, and social studies – marking a major milestone in academic progress.
Additional highlights from the State Report Card include an increase in the District’s Ready Graduate rate, which measures college and career readiness. MSCS Ready Graduate rates jumped from 26.2% in 2021-2022 to 36.6% in 2022-2023. Students earn Ready Graduate status through various pathways, such as achieving an ACT score of 21 or higher, earning industry credentials, or successfully participating in advanced coursework.
The report also revealed federal accountability outcomes, with MSCS earning an “Advancing” rating, the second-highest designation in the federal model. Furthermore, 34 MSCS schools achieved Reward School status, the state’s top honor for school performance.
