The Junior Reserve Officers' Training Corps program, or JROTC, is designed to teach high-school students the value of citizenship, leadership, service to the community, personal responsibility, and a sense of accomplishment, while instilling in them self-esteem, teamwork, and self-discipline. Its focus is reflected in its mission statement, "to motivate young people to be better citizens." It prepares high-school students for responsible leadership roles while making them aware of their rights, responsibilities, and privileges as American citizens. The program is a stimulus for promoting graduation from high school, and it provides instruction and rewarding opportunities that will benefit the student, community, and nation.
Led by retired military personnel, Army (AJROTC) courses are offered in 20 High Schools. Air Force (AFJROTC) courses are offered at 1 High school and Navy (NJROTC) courses are offered at 1 High School with entry into the program being preferred during students' freshman year.
Students enrolled in JROTC courses may earn substitute credit for lifetime wellness, physical-education, and personal finance credit while taking the classes.
The JROTC program is designed to teach cadets to:
- Appreciate the ethical values and principles that underlie good citizenship
- Develop leadership potential, while living and working cooperatively with others
- Be able to think logically and communicate effectively with others, both in speech and writing
- Appreciate the importance of physical fitness in maintaining good health
- Understand the importance of high-school graduation for a successful future, and learn about college and other advanced education and employment opportunities
- Developmental management abilities
- Become familiar with military history as it relates to America's culture, and understand the history, purpose, and structure of the military services
- Develop the skills necessary to work effectively as a member of a team.
To qualify for participation in a JROTC program, cadets must be enrolled in and attending a regular full-time course of instruction at the school, in the ninth grade or above, of good moral character and conduct, to undergo all prescribed training as outlined in the program of instruction. In 2020 Cadet Command has authorized 8th grade students from feeder schools co-located with high schools to participate in 5 JROTC programs in Shelby County Schools.
JROTC is not a recruitment program for the military services; there is no military obligation for participating in the JROTC program. Students successfully completing two or more years in the program may receive advanced promotions upon enlistment into a branch of the armed services.
